Looks like the props for a horror movie designed for 4 year olds about brushing their teeth.
recipe: disassemble an old pager and pull out the motor (used for "vibrate").
cut the head off of a toothbrush.
tape motor to toothbrush
tape battery to motor.
Works surprisingly well.
